rule because it requires defendants to complete 85% of their
sentence before becoming eligible for parole), and charges of crimes
committed within 1000 feet of a school all have mandatory minimum
sentence requirements that are very technical and have grave
consequences for the accused. The legislature has also increased the
sentences faced by juvenile offenders. Some juvenile charges now
require that the accused be tried as an adult in adult court even
though s/he is still a child less than 18 years old. More recently,
many people in the United States who were not U.S. citizens when
charged were deported or faced deportation as a result of even the
smallest violation of the criminal law. This is why it is
